Rare under deck winch. It is designed to be mounted on a cabin top with the winch handle permanently attached to the bottom. To operate the winch, you reach down below and crank the handle. Very interesting design that you don't see often. Came off a vintage sailboat and was stored in a boat shop for many years. Fully functional.
