About the Agency: Founded in 1877, Community Work Services is a Boston based subsidiary of Fedcap Rehabilitation Services (www.fedcap.org), which focuses on delivering high-quality workforce development services to help people who face barriers to get the employment skills and supports they need to move towards greater self-sufficiency.
Contract and Onboarding Specialist will be responsible for the monthly oversight and billing of certain government contracts and monitoring the monthly and projected spend down (billing) of those contracts. She/he will also be responsible for providing onboarding support for participant's engaging in vocational training programs, collecting and inputting sensitive data, and acting as a liaison with human resource and payroll departments.
Contract Billing and Oversight
Fulfilling the overall review and understanding of the financial aspects of select government contracts
Preparing select government contracts for signature and submission
Overseeing select government contract data submissions and final reports
Prepare and enter monthly invoices and billing in accordance with State/Federal Government Contracts, for reimbursement via the EIM system
Meet contract and finance month-end close deadlines
Assist with Contract Budgets for annual renewals and Contract Amendments
Monitor monthly and projected spend down (billing) of contract and notifies if there are variances to budget
Maintain service statistics, contract schedules, cover page, crosswalk and OSD reconciliation for UFR reporting requirements
Provide financial information to Program Management, which includes monthly reports, as well as, being a resource as questions arise.
On board participant workers at Boston location. Enters participant information and time into Vertex. Coordinates participant onboarding and forwarding needed forms documentation (I-9's, IDs) to HR and payroll.
Conduct needed local background checks and screenings as needed.
In coordination with corporate HR provide support and guidance to agency supervisors in documenting, managing and addressing employee performance and other issues. Ensure staff use the required forms and process.
Monitors and updates all information, filing, faxing, photocopying, creating forms, maintaining certain records, etc. for participant hires.
Maintains hiring records for employees and program participants.
Assist to resolve staff and participant payroll disputes in collaboration with Fedcap corporate payroll unit.
Keeping up to date knowledge of programmatic audit requirements, keeping abreast of any changes.
Other duties as assigned.
Working knowledge of office equipment, like printers and fax machines
Proficiency in MS Office (MS Excel and MS PowerPoint, in particular)
Excellent time management skills and the ability to prioritize work
Ability to handle personal and confidential information professionally and securely
Attention to detail and problem-solving skills
Excellent written and verbal communication skills
Strong organizational skills with the ability to multi-task
Ability to learn new software applications for data entry and reporting
Needs to be self-motivated and able to work independently.
Strong data entry skills
A.S. degree required, Bachelor's degree preferred
3-5 years experience in billing, contract management, HR experience required
