Clockmakers mainspring winder, I think all the parts are there, there are a variety of other shop made parts included. The url is a PDF of the directions for use. I do not have the accessory arbor support piece, but I believe it is functional without it, and it would be easy to make if you are handy.

I cannot be sure if the original spring retaining sleeves are all present, but there are a ton of them which seem to be shop made, which should cover most sizes. There is also a large batch of clips for springs included.
