Unique vintage relief fish painting A336 - $200 (Northern RI)

Unusual modern art fish relief. I don't really know enough about this to describe it. The previous owner said it was vintage piece their father attempted to reframe with the recent stretchers shown. I think it is a signature in white but I can't decipher it. There are some tiny nicks on a couple of the high points of the paint. Aside from the poor stretcher situation it is in good condition.
