PostgreSQL expert needed to debug problem (Boston)

We need some quick outside-expert help to assist us in fixing a PostgreSQL problem we're having. If we find the right person, there's also the opportunity to continue on an as-needed consulting relationship for future PostgreSQL questions/problems we may be facing.

The current problem: We're sure this is easy for you PostgreSQL experts. We have a database with many schemas (200 currently, and we'd like it if we could grow this to the thousands). When creating a new schema, we restore from an existing pg_dump file, which is not very large. It used to take just a few seconds to restore the data for a new schema (when we had less than 50 schemas), but now that the database is larger and the number of schemas is high, it takes upwards of 3 minutes).

The PostgreSQL database is running on Linux.

I'm guessing it's some settings like max_connections or whatever, but we're strapped on resources and need outside help. We're open to suggestions on how we can structure these consulting engagements, and it would depend on the complexity of the problem and solution, but generally speaking we'll compensate at about USD 30/hr with a minimum of USD 100.
