Position Description<br>
EBI Consulting is a full-service Environmental Health and Safety (EH&S) management consulting company with 20 years of experience successfully assisting telecommunications, wireless, and related program management companies with network expansions and build-out programs.  We are seeking a full-time Project Scientist to conduct Phase I Environmental Site Assessment reports and National Environmental Policy Act (NEPA) reports.  This position will require you to perform field inspections of various property types, primarily sites under consideration for telecommunications installations. You will perform independent research of local, state, and federal resources in compiling the information required for Phase I ESAs, and NEPA Screening Reports. Technical report writing is required. The position typically involves approximately 50% field time and 50% office time.<br>

Experience required<br>
Prior experience with Phase I Environmental Site Assessments and NEPA Reports conducted for wireless carriers, tower companies, acquisition firms, or lenders. <br>
•	A professional science degree in environmental science, ecology, biology, geology, engineering, or related field, and at least two years professional experience in NEPA consulting and/or due diligence. <br>
•	An understanding of and experience with NEPA reviews for proposed construction projects, including evaluating impacts to floodplains, wetlands, endangered species habitats, and historic properties <br>
•	Excellent report writing skills, computer and internet skills <br>
•	Excellent communication and management skills <br>
•	Excellent time management and organizational skills. This position will require you to simultaneously manage electronic deliverables on many ongoing projects. <br>
•	Ability to complete assignments on-time and within budget <br>
•	Ability to travel on short notice (1 week or less). This position will require travel primarily throughout the Western Region as well as occasional trips throughout the US in an effort to support national needs. All related travel expenses are reimbursed. <br>
•	LBP and ACBM Certification a PLUS. <br>

MAIN JOB DUTIES/RESPONSIBILITIES<br>
*  On-site client work, with the goal of supporting clients¡¦ EHS programs for workplace safety and for local, state and federal regulatory compliance. EHS program development and implementation for general safety, chemical safety, biosafety and radiation safety.  Working with clients to implement policies and procedures for procurement, use and disposal of hazardous materials, including, but not limited to: <br>

*  Manage, develop, implement radiation safety, biosafety, chemical safety programs - procurement, use, disposal<br>
*  Manage, develop, and implement General Safety Program - basic life safety: general fire safety, hazard awareness, emergency preparedness.<br>
*  Develop and maintain all OSHA specific safety programs.<br>
*  Carry over relevant elements of safety program throughout client site, including: animal facility, machine shop, engineering, warehouse, shipping & receiving, office/admin.<br>
*  Coordinate and facilitate safety committee.<br>
*  EHS permitting for procurement / storage / use / disposal of hazardous materials: flammables, rDNA, select agents, MWRA, controlled substances, DEP, EPA, radiation, etc. Environmental permitting may be done upon approval of the Director and President.<br>
*  Coordinate hazardous waste segregation, collection, disposal.  This may include waste pouring.<br>
*  Review hazardous materials ordering, usage & storage to maintain compliance and safety.<br>
*  Audit operations to confirm that EHS program components are being observed.<br>
*  Training client staff to ensure regulatory compliance and to ensure staff and Safety Officers are integrated into the safety program.<br>
*  Maintain central safety files.<br>
*  Develop & deliver training for all safety programs relevant to client, including, but not limited to Emergency Preparedness, HazCom, Lab Stand, Chem Awareness, Biosafety, Bloodborne Pathogens, Radiation Safety<br>
*  Coordinate specialized training, such as RCRA, DOT, IATA, OSHA First Responder, Wastewater Operator, CPR, First Aid, AED.<br>

<description><![CDATA[Integrated Statistics is looking for an individual to assist the National Marine Fisheries Service (NMFS) Northeast Regional Office (NERO) National Environmental Policy Act (NEPA) staff in the development of assigned environmental impact statements/assessments (EISs/EAs) and categorical exclusion memos (CEs) through the NEPA process.   The individual will work closely with the NEPA Coordinator, NERO NEPA staff  and program staff biologists and economists to implement NEPA and, thereby, aid Federal decision-makers in managing, conserving and protecting living marine resources and their habitats.  These services are to be provided to the NMFS’ NERO NEPA Coordinator in Gloucester, Massachusetts.<br>

THE SERVICES ARE AS FOLLOWS:<br>
 <br>
The individual will assist in NEPA compliance for fishing sectors but may also include other fisheries management actions, protected species regulations and take reduction plans (marine mammals, sea turtles and other endangered species) and habitat conservation (essential fish habitat) using research results on the effects of various activities. <br>
The individual may be called upon to work with regional staff, Fishery Management Councils (New England & Mid-Atlantic) and permit/grant applicants and/or their contractors to develop EISs/EAs/CEs on various NMFS activities.  During the development of NEPA documents, the incumbents will provide NEPA guidance to the various NERO Program offices and Councils. <br>
The individual may also be called on to assist the various NERO Program offices with the preparation of NEPA documents or sections of these documents. In such instances, the contractor will collect, evaluate and present scientific information to develop and implement plans and actions relating to the required regulatory mandates. <br>
On an as needed basis, the individual may also assist other NERO programs on other program or project specific actions.<br>

EXPERTISE REQUIRED: <br>
We are looking for someone with a minimum of a BS or BA in Biology, Ecology, Environmental Science, Natural Resource Management, Resource Economics, Marine Affairs or associated fields.  The individual should have knowledge and one to five years experience in implementing the NEPA.  Formal NEPA training and a background in fisheries science is desirable.  The individual should have a working knowledge of the various environmental laws, regulations and Executive Orders that apply to living marine resource management and conservation, including the Magnuson-Stevens Fishery Conservation and Management Act, Endangered Species Act, Marine Mammal Protection Act, among others.<br>

Desired Skills<br>
• Experience in design and installation of  wireless communications, RF field monitoring experience, AM performance testing, frequency intermodulation studies, experience working with 9-1-1 dispatch communications, VHF/UHF and 700/800 MHz bands, analog and digital LMR radio systems, mobile data, 802.11, wi-fi, microwave, fiber optics, telephony, communications centers, data networks and information systems is required. EIT, PE, or PMP certification is a plus.<br>
• Familiarity with current Public Safety regulatory (OSHA FCC, FAA, etc.) and standards activities is preferred. Applicants must also have excellent verbal, writing, interpersonal skills and experience with MS-Powerpoint, Excel and associated programs. Some field work and travel required (up to 25%).<br>
