The Metropolitan Area Planning Council is a regional planning agency serving the people who live and work in Metropolitan Boston. The intern will assist the municipal procurement manager in all facets of the development and performance of public procurements and the administration of contracts for MAPC’s partnerships with municipal officials and public safety associations (police and fire).  The intern will also assist other municipal governance staff with procurements and contracts/grants administration as directed by the municipal governance director and the municipal procurement manager.  The procurement intern will be exposed to working environments that include municipal and public safety officials. <br>

The intern must be personable, have strong writing skills, excellent research capabilities, and prior office experience.  Relevant prior procurement experience will be a plus.  The intern can be a college junior/senior or graduate student studying law, public administration, accounting or another related field.  This is a full-time 8-month paid position without benefits. What to Expect<br>
Although ISAP is a very structured program, each day on the job presents a new set of opportunities and challenges. Case Specialists interface with a range of stakeholders including program participants and their families, community resources, our local customer contact, and BI staff. Daily interaction with program participants can vary greatly by their personal circumstance and progression through the immigration court system. <br>
<br>
The ISAP Case Specialist position is not a typical desk job. Checking in with clients at their residence or workplace to ensure they are following supervision requirements gets you out of the office and into the community. At the same time, conducting participant orientation and assessment, managing detailed case records, collecting participant travel documents, and complying with program requirements will make up a large part of your daily activities. <br>
<br>
Some participants will be supervised using electronic monitoring ankle bracelets or other technology. You will be trained on these technologies and be responsible for tracking participants’ compliance to related curfews and interpreting monitoring data. <br>
<br>

Analyze and underwrite rental and homeownership applications submitted by sponsors, provide objective analysis for recommendations to management regarding the award of Programs funds for projects.<br>

Coordinate the loan closing process by preparing contract documents, chairing project business meeting, reviewing/approving revised project financial information, management, tenant selection, service affirmative fair marketing and relocation plans, coordinating other MassDocs lender issues with outside counsel.<br>
<br>
Monitor various project processes, including construction oversight, requisitions for payment, close-out reports and cost certifications.<br>
<br>
Work closely with other division staff on projects funded through several sources and participate in all negotiations related to “problem” projects or workouts.<br>
<br>
QUALIFICATIONS REQUIRED AT HIRE (list knowledge, skills and abilities)<br>

Knowledge of the principles and practices of real estate financing.<br>
<br>
Knowledge of federal, state and local resources to support the development of affordable housing, including permanent, transitional and special needs housing.<br>

Ability to understand, explain and apply complex laws, regulations, guidelines and procedures regarding affordable housing programs.<br>
<br>
Knowledge of principles and practices of affordable and market rate housing and factors influencing the housing market.<br>
Ability to analyze development and operating pro formas.<br>

Knowledge of legal terminology and requirements of the real estate loan closing process.<br>
<br>
Ability to analyze and determine the applicability of verbal, written and statistical information to a particular housing issue, policy or program.<br>
<br>
Ability to present policies and programs effectively to external audiences.<br>
<br>
Excellent computer skill, including MS Excel, Word, and Power Point.<br>

Ability to communicate effectively in written and oral expression, including the ability to make public presentations to different audiences.<br>
